They went to the courthouse today and found out theyre not qualified for health insurance because their social security income is too high. The thing is, it hasnt changed since the beginning. Without health insurance they cant get medication or afford treatment. Is there anything they can do?

I have just passed my UK driving test (male, 23) and want to get put as a second driver on my dad's insurance, since he's retired and so the car is always free! His insurance company won't insure me saying they won't let new drivers use engines over 2.0l without a years experience.
